I participated as organisation committee member in two conferences. The first is payable the second not payable.
The questions are :
- Since researchers need to meet each others in conferences, why they have to pay?
- PhD students need to participate to have more points, and a lot of them are non salary, is it a good practice to oblige them to pay more than 200 Euro per conference?
- Since the conference is non-benefit why to pay then?
- If a participant have to pay, why audience have to do?

Each conference has its own conditions, classification and philosophy, so the participant has to study these points before participating in it. In general, the payment process in some conferences is a reflection of the tax of success and excellence.

But 200 Euro or more is so expansive for a PhD student, however, I think that an exception should be made for them such as tax reduction, espicially for organisation university students.

There are many models for preparing the budget for conferences.
For a local poster presentation conference, most costs (e.g., snacks) could be absorbed by the department concerned. The venue would be on campus, and not need to be charged for. Transport would not be by airline, so it would be minimal.
On the other hand, an international conference has many expense categories:
- Contingency costs (if the conference is a failure)
- Air travel costs
- Hotel costs
- Invited cpeaker costs
- Venue hire
- Conference trip costs to nearby site of technical interest
- Opening ceremony with local dancers and musicians costs
- Advertising
- Printing of proceedings
- Cost of branded, token gifts to delegates
- Insurance
- Conference organiser costs
- Travel agent fees
- Visa costs
- Small profit to seed the costs of preparing the next conference.
As far as paying by the delegate is concerned, the costs should have been factored into the candidate's research proposal budget.
Some universities have a (secret!) fund to sponsor any delegate' first international conference. Ask.
