Should Priority for Peer Review Submission Be Given to Researchers Who Actively Review for Others?

I’ve noticed that some of my friends struggle to get their excellent papers into the review stage. They are active reviewers, yet they face delays—mainly, it seems, because of their nationality.

Should journals give priority to authors who regularly review papers?

Is it fair that reviewer contributions go unrecognized, while some submissions are delayed for reasons unrelated to quality?
