I do not see any logical reasoning behind this idea. If your reason is removing paid journals from these lists (as guessed by Dick), assuming they are prone to be predatory, it is not strong enough at all. Open Access (OA) is a publication model that provides answers to the problems that faced by readers in the subscription-based model. However, unfortunately, this OA model has been misused by the fake publishers and vendors at present. That's why we used to look into OA journals with a doubt. There any many reputed, genuine OA publishers/publications. The only thing we need is the skill to filter them out from others, but not to have a negative view on all OA publications. In case of indexing or abstracting, these services (particularly the services with human indexing) include criteria to exclude fake publications. In fact, inclusion of a few cases has been reported even in the reputed services, but not very often.
