This discussion is the hot topic nowadays between me and some colleagues. Is one of these databases better than the other? what are the criterion for this preference? are these two are the best? why?
From my perspective, web of science (WOS) is better than SCOPUS. WOS journals are more strict in the peer-to-peer review process because they seek to publish high standard research papers. Personally, I have found that all WOS journals in my research field are indexed by SCOPUS but NOT vice versa.
Scopus is a bibliographic database containing abstracts and citations for academic journal articles. It covers nearly 22,000 titles from over 5,000 publishers, of which 20,000 are peer-reviewed journals in the scientific, technical, medical, and social sciences.
Web of Science (previously known as Web of Knowledge) is an online subscription-based scientific citation indexing service originally produced by the Institute for Scientific Information (ISI), later maintained by Clarivate Analytics (previously the Intellectual Property and Science business of Thomson Reuters[1]), that provides a comprehensive citation search. It includes 34,200 journals along with numerous books, proceedings, patents, and data sets. If you want to access Web of Science, you require subscription and IP authentication.
Scopus is an interdisciplinary bibliographic online database launched in 2004 containing abstracts and citation database as a competitor to Web of Science. Scopus is owned by Elsevier, an international publication group. Access to Scopus is through subscription only. It covers about 36,000 journal titles from more than 11,000 international publishers in scientific, medical, technical, and social science fields.
It is difficult to say which one is the best. You may consider the cost factor too!

Both databases are used by subscription, and both have research functions, the difference between the two is that Clarivate Analytics is more selective, and more demanding from the material it index. The Scopus is more inclusive, and contain more types of material, and therefore, it is less selective. There are features offered by Scopus , but not by Calrivate, such as keywords, and features that offered by Clarivate but not by Scopus, such as funding bodies. For the purpose of promotion in the academia the Clarivate is generally used.

The Scopus indexed journals are classified to 4 levels Q1, Q2, Q3, and Q4, to the best of my knowledge, there are always many of them are excluded (especially from Q3 and Q4) from being indexed in Scopus because they don't follow the rules of publishing that have been made by Scopus. When it comes to Web of Science there is nothing to worry about it is completely fine and trusted.
It all depends for what purpose.It also depends if the research is for journal publishing or is it a university thesis. It seems that for a university promotion purposes, the Clarivate Analytics is more useful because of its selective criteria.
Which one is better than other one? Hard to say, and depends on what we considered as 'good'. Good journals will be in both databases, but being in them doesn't mean a journal is good.
specially if you are considering some area specific mapping / literature study, you might find out that e.g. in Scopus you have good classifications for filters to fit to your needs, but not in WoS. On other topics, things are vice versa.
Which is better, Scopus or WoS ? It depends on researchers needs. The WoS is more selective than Scopus, and it is easier to focus on a subject in this database search. However, Scopus offers more material, and the function of keywords that WoS does not have. I know, for a fact, though, that for academic promotions the WoS citations are taken into account.
Colleagues were saying, they prefer Scopus search, because by default it is more inclusive and as such probably has less danger for researcher to miss important publications as part of systematic mapping studies or systematic literature review work.
In case it is not already familiar to everyone. For example this should be understood from Scopus search philosophy (what Scopus search does automatically (apart from being case-insensitive)).

Lemmatization: (similar but not quite the same as truncation or stemming) means that singular and plural forms, and well as adjectives, will be found if you type any of the variants. You can override this behavior by using the EXACT PHRASE marker—accolades or curly brackets—which will give an exact match of what you type (this does not apply to accented characters). I've just been through every comments right here. However, still I am not clear which one is better than another one for young researchers (PhD students, postdocs) and for academicians!

You cannot put then in order like that. One is good for set of things and the other one is better in other contexts.
You need to make your own decision based on your own experiences and focus of your research work. This one is definitely black on white easy to cut trough selection :-)
Scopus is good for a comprehensive study while WoS is better for selective data. That is, for a review article I would prefer Scopus, but for an elaboration on specific scientific problem I would prefer WoS.
Web of Science Indexing is being preferred by all premier government and non-government agencies. Since Elsevier is believing WoS is superior, it gets indexing for all the journals which are being maintained by it. The Scopus database is maintained by Elsevier itself.

the journal that we publish in it is not indexed by Scopus anymore? author can not predict which one will be suspended by Scopus. How to avoid this situation?
Well, in this case the comparison will not be useful and it is very debatable among scholars. If i am going to choose i will go for the journal itself the reputation, the editorail board, the review proceudres and the exposure among the experts in the field
