Scale -up of PLGA nanoparticles with water soluble drugs?

I have been successful in scaling-up the production of PLGA nanoparticles with hydrophobic drugs. However scale-up PLGA nanoparticles with water soluble drugs, using the conventional double emulsion solvent evaporation method, has resulted in poor encapsulation.

Appreciate some suggestions.
