Every thing with market value gets industrialized
Every industrialization is production and reproduction.

I think the awareness to nurture creativity in learners from pre-school right up to post secondary has grown and efforts are feverishly being made to integrate creativity nurturing in the curriculum.

Science, Engineering and Business education have a growing interest in creativity and innovation;
I have never seen creativity and innovation as a hot topic in Politics - (why? is not clear);
My view is everyone is creative but most of people are not confident in their creativity or not aware in what ways they are creative.

because C&I are increasingly seen as a (economic) solution and way out.
i would say more quick, practical C&I - practical problems - at the expense of more innovative, creative, albeit more difficult C&I.
thus, more incremental C&I at the expense of more radical/ original C&I.

I myself tend to think about creativity & innovation as a function steered mainly by the societal context, and put on the market by enterprising individuals (either with their own startup company or within existing companies).
Schumpeter is of course well known, with his ideas of entrepreneurs as "free spirits" that initiate innovation (and cause creative destruction). Based on his ideas one could argue that supporting entrepreneurship would automatically lead to more creativity and innovation in society.
However, I would also like to point your attention to William Baumol, who wrote a very interesting paper on productive, non-productive and destructive types of entrepreneurship. Baumol basically argues that entrepreneurs are always with us, regardless of the environment: a certain percentage of the population simply has entrepreneurial characteristics/behaviour. However what they actually do depends on how society rewards them. If in a country productive innovative behaviour is stimulated, new creative and innovative companies will appear more frequently than in countries where rent-seeking behaviour (for example creation of monopolies/government functions that are given to friends etc.) is awarded. In the worst cases, entrepreneurial individuals devote their energy to the creation of maffia-style "business" or the like, if the legal system is weak.
Conclusion of William Baumol: Based on what type of behaviour is awarded most by society, one can expect a higher or lower percentage of creative and innovative enterprises.
