Have you a publication record on the subject? Otherwise it's a book report from data mining that will be rejected by most reputable jounrals.
I've looked at the review you posted - appears very well referenced but I did not see any from you. Please understand, reputable journals expect added insight in reviews that they judge by the publication record of the authors.
I have realised that the review article is no longer relevant. I can't see any other reason. However, in case of rejection, the editorial board of the journal recommends to apply for other issues.
It's dated last September and no longer relevant? Unless this was the editor's response, that's not why they rejected - and why suggest publication of an irrelevant submission? To the comment - there are journals where standards are less.
P,lease do not presume your work was not relevant, not insightful. It merely did not meet the general expectations of the journal. You can try some regional journals.
In any case, stay at it! You show energy and initiative of a very sound scientist.
