To me, qualitative content analysis sounds like a contradiction in terms. Most if not all content analysis relies on frequency of the appearance of particular terms or concepts or coding categories. Qualitative analysis doesn't rely on frequency, but on meaning, expertise, importance. One event, one mention might reveal a key to understanding of events. Rather than content analysis, I think the appropriate tool is thematic analysis.
Consider ca cercetarea trebuie sa fie particularizata. In fond Administratia Publică nu este institutie de stiinta sa abstracta. Societatea locala sau regionala isi desemneaza reprezentati care sa administreze probeleme generale si particulare ale grupurilor sociale din arealul geografic (sat, comunca, oras, minicipiu, etc.). Pe cale de consecinta Analiza cantitativa este o sintagma de copy- paste de la sectorul privat (adaptare). Sa nu uitam: Administratia publica Europeana, de stat sau locala doar administreaza niste resurse spre dezvoltarea societatii.
