I deposited the BiScO30.9BaTiO3 film on SiO2 substrate by using pulsed laser deposition technique for 50 mins. when I did the XRD of the deposited film, I came to know that my structure is not Tetragonal (see the attached pic).
what could be the possible reason behind that?
when we did XPS to find out the composition, we found the fowling results (see the attached Snap of atomic concentration table).
From the XPS data we can evaluate that, If the position of the A2+ ion is vacant the remaining framework is that of the ReO3 type. Partial occupation of the A position occurs in the cubic tungsten bronzes AxWO3 (A = alkali metal, 0.3 ≤ x ≤ 0.93).
This could be the possible reason of the cubic instead of tetragonal structure.
But still I’m wandering that why we got about 10% more Oxygen during deposition and what could be the effect of that excess of O2 on the perovskite structure

What is the Deposition Temperature?
If my guess is correct, I can see from one of your data files that you might have deposited the films at 500C. To see tetragonal structures you will have to experiment with higher temperatures, like 700C or 800C.
It is normal to have higher O2 ratios in vacuum deposition conditions. O2's effect though is only on the properties of metals, not so much in structure control
