Often, very good original papers showing several new Highlights and Findings are submitted for publication, but the Editor-in-Chief declines them on the pretext that there is a significant number of papers submitted to the journal, and that there is a small space reserved for articles that are priority over other manuscripts.

2. Is there always a thorough reading of papers by the Editor-in-Chief before deciding whether or not to submit them to external Reviewers?

3. Some authors submit papers that far exceed the Journal's expectations (they thus participate in the significant increase of its Impact Factor!). But in that case, why do not recommend submitting to another journal which is "Much Better"?
