I found a method in an article solving a problem different from my search problem and I found good results when applying it on my problem, and this article is licensed, can I publish an article with the results and cite the original article or It's not allowed ?
I don't know what you mean by "this article is licensed".
Does that concern a publication in a journal scientific that claims copyright? If so then I would say: yes scientific paper are intended to forward research and people use methods that were developed by others all the time.
Or does it concern a patented methods? Or something else?
i have tried to ask the researcher of this method to send me source code but he refused he told me "I cannot provide the source code as it is a part of the official licenced system" and i didn't understood whats the meaning of licenced system and if i code his method from scratch and reuse it in other problem , it is considered like plagiarism ?
I am not a lawyer but as I would think that:
Plagiarism concerns taking text or ideas from someone else and make it appear as if you are the original author. When you refer to that other's article for your method, that is not the case.
Using a published method that is not patented, and developing your own source code to implement that method, does not seem wrong or illegal to me, even if the other author protects their unpublished source code.

I concur with Robert Boer that what you say sounds very reasonable and the other party seems excessively protective. I would instead use this as incentive to develop a method myself to be better now that they have stated they will not share their method with me.
Yes, you are free to use the method, so long as you acknowledge the source in any outputs you produce
It sounds like the original author employed commercial software in solving his problem, to which he has a license by virtue of having paid for it. The original author is, of course, not authorized by his license to transfer the code to another person. The only legal solution, if you want to solve your problem with the same software, is to buy the software for yourself.
A limited-time free demonstration license might be available, allowing you to find out if the software does solve your problem. If you work fast, it's possible that the trial period will be long enough to let you complete the work; there's no reason you can't publish your results and acknowledge that a trial version of the software was used - it's good advertising for the seller.
James Demers: As I understand it, Mourad Raiaa used published information in a method to develop his own software that implements that method. That seems OK to me but please let us know if you think differently.
