Having received an invitation to publish an ultra-short research papers (800-1600 words), such as brief reports, case studies, or “orphaned” findings and ideas dropped from previously-published work in this journal, I would like to ask for your opinion on the quality of scientific publication in such a journal, especially on the quality of peer review and the editorial process.

I would pay attention to the journal's address. It is "Edu" which means that it belongs to the educational systems of the USA universities. Also in its site it says that this journal's IF is more than 6, that is, a relatively high ranking journal. But to be sure, you could check if it is indexed in the Web of Science where you could find the real ranking of this journal.
