I think that it takes much hard work.  In addition to the online system, you must recruit authors.  You must look at many similar publications, find contact information for authors, and solicit manuscripts.  This may be harder than getting your technology ready.

First of all, consult the IT personnel to launch web page designing and monitoring. After launching of web page, search for institute and  resource persons for submitting manuscript.   then plan for editors and  reviewer.

First of all you should apply for ISSN no. and make your own Home Page to share your views in this regard to contact with the authors and editors in this field.

If you have a scholarly communications professional working in the library at your University, I would recommend checking with them. They may have a platform already that you can launch your journal on. This would save time and money.

you have to have a domain and web site for your journal that was not used before. IT personnel through OJS will mange it.   site manager, journal manger, Editor-in-Cheif and expert dedicated reviewers, editors, proof readers,  should be assigned in advance.

because money is needed to seek support with agricultural machinery companies
