You can try other concentrations BAP as well without activated charcoal to find out the optimum conc of BAP for direct organogenesis of the above plant.

Although BAP shows good results in macimim cases , I also suggest you to try other cytokinins as well because response of organogenesis to different PGRs varies from plant to plant and explant to explant.

why do you use activated carbon (CA) at this stage! it does not correspond! CA is used in the rooting stage to generate a dark environment, control phenols and induce rhizogenesis. You must prioritize the production of adventitious shoots by trying different concentrations of cytokinins WITHOUT CA.

Activated charcoal is needed to limit enzymatic browning at the beginning of the culture but it adsorbs the cytokinins. Nnow, you need to transfer the explants in a medium without activated charcoal and added BAP and you will have satisfactory results.
