Think globally, act locally.

All policing is neighbourhood policing because crime detection, prevention, and punishment happen at the neighbourhood level. Where things get tricky is when crime transcends neighbourhood boundaries. The officer walking their beat may be unaware of the crime happening a couple of blocks away. The need to share an ever-widening web of crime data demands police structures that span multiple neighbourhoods (or cities/counties/provinces/states).

As an example, there was a particularly notorious case where a man would stalk and kill vulnerable women from different parts of a metropolitan area. While there was one predominant central police force, the smaller communities of the metropolis were served (and still are) by their own smaller police forces. Each was responsible for providing "local" policing to their constituents. The issue arose when it was discovered that multiple unsolved murders resulted from a single serial killer. The killer was free to hunt throughout wherever he pleased, whereas the police were restricted to investigating crime within their limited jurisdiction. This case gave rise to the demand for greater information sharing and integrated responses to "serious" crime.

The challenge for neighbourhood policing is uploading localised knowledge into a system accessible to all crime fighters. Where do we draw the line? Should each police force be responsible for their own crime data, or should it all be pooled at a national level? How should transnational requests for data be handled? In our interconnected, globalised economy, seemingly local crime may have links to international crime syndicates or terrorist organisations. The local constable in Stoke might suspect counterfeit sim cards being sold on the street originate overseas but can do little more than seize the contraband and cite the offenders.

The community wants to know their concerns matter. A responsive police force is a respected police force. While the police may not always have the resources to address all neighbourhood crime (especially surrounding nuisance abatement), they should always have time to listen, respond, report, and inform. The collection and dissemination of knowledge is the key to effectively preventing and addressing crime.
