Social Network Analysis (SNA) is useful tool to analyse social networks and can be used to understand relevant interactions or beliefs or norms that lead to certain policy decisions.
What type of data will you be collecting? Active(survey/interview) or passive (documented meetings or email exchanges). What information do you want to know about the nodes (people/groups)? Will you have one-mode data (people to people) or two-mode data (people to events/activities)?
We have been doing SNA as practitioners for almost 30 years... have mapped and measured all sorts of organizations, communities, ecosystems.
Data to be collected will be active (survey/interview). I am interested in organisations and how they influence policy changes, and I am interested in policy networks.
