I want one of my paper that is about experimental algorithms, now the confusion is about the time of publication and its impact. So some one please suggest me middle quality journal which can have normal publication time means 2-4 months not 8- onward.
Check the "Journal of Experimental Algorithmics" from the ACM, which seems to be a middle-up quality journal according to scimago ranking (it is Q2 in the range Q1...Q4, Q1 being the first quarter for top-quality journals).
Concerning the review times maybe it is a bit long for you. I found the following text about the journal in "http://quod.lib.umich.edu/j/jep/3336451.0003.101?view=text;rgn=main":
"...I wanted the ACM JEA to have a turnaround time of six months from submission to publication. Naturally enough, though, refereeing is no different for an online journal than for a print journal; collecting the two or three complete reports necessary to make a decision still takes closer to a year than to a few months..."
You also have the Q2 journal "Experimental mathematics" that accepts papers on algorithmic issues (mostly mathematically oriented I guess) but I found no information on reviews times, and mathematical journals review times tend to be longer.
I am affraid that in Engineering the "normal" or average publication times are not 2-4 months like you mentioned but 9.3. And in Mathematics 13.3 months.

If you are really worried about review times maybe posting your paper in a pre-print online repository like the ArXiv is an alternative for you. Provided you have an endorsement (they have advice on how to find it) I guess this will be quite fast. You can then take your time to get the paper published because for any scientific purpose it is already available and retrievable by the scientific community.
