Atmosphere implies a low surface tension interface. Any interface created against atmosphere will want to minimize interfacial tension. This means that the interface that you create will also want to be at a low tension. That effect has a thermodynamic driver.

If you are texturing a metal with a laser, you are likely doing some chemical modification. If done in a normal atmosphere, the surface will usually be oxidized. The extent, of course, depends on the metal. Oxidation will increase surface tension and give low contact angles. Metals will usually be inert to much kinetic "reconstruction." High tension metal surfaces, however, can adsorb all types of atmospheric components including items such as vacuum pump fluids that are atomized in a laboratory atmospheres. I did work on ultra-clean metal surfaces and they became contaminated within minutes of leaving a high vacuum chamber. This was evidenced by (water) contact angles changing with time. For example, XPS investigation of most metal surfaces will show organic contamination.

If you are texturing an organic substrate with a laser, then you are probably doing chemistry. This chemistry can include oxidation and chain cleavage. The initial (incipient) surface can have a high surface tension. There will be a thermodynamic driver to lower interfacial tension against the atmosphere. In this case, however, the kinetic barrier to surface reconstruction ("rearrangement") to reform a low tension surface is orders of magnitude lower than that for a metal. For example, chain scission can reduce molecular size and increase mobility (diffusivity). This effect will also be evidenced as a change in contact angle with time. I, and many others, have observed and published work on reconstruction of gas plasma-/corona-treated surfaces. The surface rearranges relative quickly (depending on polymer and conditions) in an attempt to reduce interface tension with air. This increases contact angles with time. This is why corona treatments to increase adhesion between substrates are used quickly. Consider, for example, a photocopier. In summary, there is not much that you can do to reduce the effect that you are observing short of storing the interface created against a high tension substrate or liquid that is unreactive with your interface.
