How Stainless Steel/ copper sheet bond with PET/ Polyester to make etch heater?

I want to develop etch heater on PET/ Polyester sheet. So how I can bond Stainless Steel/ copper sheet so that I can make etching on it. As we are doing on silicon rubber.
