As we are know the fact that, rusts are obligate parasites and a living host is a must for their survival. Many workers during 1960's and 70's tried their best to culture the rust spores by various means, though there were little positives but they were failed in all. But you can make them germinate and you can do artificial inoculation to produce symptoms but obtaining a culture on artificial medium is difficult task so far for rust biologists. I can suggest you to read the article "Culturing of Rust Fungi" Annual Review of Phytopathology, Vol. 7: 123-146 (1969) DOI: 10.1146/annurev.py.07.090169.001011.
Hopefully, some new ideas need to be worked out to get rust cultures in successful way.

I think the best work of artificial infection for plants which are susceptible with fungal spores because it helps in the study of all aspects of the fungus from epidemiological and changes PHYSIOLOGICAL and this from my point of view the best
