Land as a scare resources are not been allocated in effective usage many countries including Sri Lanka. Even most of the countries they don't have their own Master plan for decide how they planed the development. Constructions such as large infrastructure projects like highways, industrial zones, mini housing projects in several areas, have been just established without paying attention on the natural environment and its opportunity cost,

The land which is much suitable for the cultivation are just covered by large concreate buildings. That will drastically affected to the future capability of food production, environmental issues. The environment that we are destroying today will never be reestablished again as it is. Therefore, the universal agreement should have to be initialized to certify the efficient allocation of natural resource immediately.

eg. We can use the dessert to establish most of the industries with the help of solar technology. Temperature can be managed by using the solar powered technology.

All the industrial good and services as it able to mitigate the global demand can be produced this particular area. that is quit look like a land specialization in production process.

However, today what we are doing is that, filling paddy fields by soil and build a certain constructions on it. If most of the people tempt to do the same thing, after particular period of time there will be only buildings in the surface then where we can cultivate the seeds...

Even dessert can cultivate if we think about more that 78% area is covered by the water in the earth. if think about this, and take the advantage of this water resources even countries like Somalia and most of poor African economies can be powered by huge agricultural production and which will leads to eradicate the poverty condition of those countries too.

Therefore at least country level Master plan for land should be revisited for the purpose of certify the effective usage of resources not only on behalf of the mankind but also all creatures in this world.
