The area I am researching experienced a crude oil spill in the year 2000 and impact assessments were conducted that year, in 2004, and 2008. Now the company is requesting for an environmental evaluation review report.
Depends on who is asking the question. The EU has extremely specific Ideas about what Impact Assessment can entail and Environmental Evaluations are just one subcategory of IAs . On the other hand the terms are often more defined by the minds of the persons asking you to establish one or the other ;) . Most people are not really clear on the boundaries between IA, SEA (socio-economic analysis), LCA (life cycle assessment) etc.
Per EU definition IA can also have social, economical, legal, human health, environmental and political dimensions > depends on the topic and the task ;)
Considering also what EU defines as Diesner already explained, the first request (Post Impact assessment) pointed not only to the soil condition after the spill but to eco social impact in extended and possible economic terms, ideally you should have produced a monetary evaluation, maybe you did not produce it, then they re-phrase as "Environmental Evaluation Review", to mean that an overall assessment of the impact not only on soil but other aspect of the environment ( ideally in term of environmental services) with related socio economic fallout is requested.
If you did your Post impact assessment for supporting compensations, you should have detailed all the cost involved direct and indirect, the difficult in this case is to agree on the boundaries, how far you can go.
I agree with Diesner and also ask you to better define both - Environmental Evaluation Review and Post Impact Assessment. The review of an evaluation can embrace technical and managerial aspects, it is not clear just through the given name. So, it can be evaluated routines and indicators of performance, directly regarding environmental variables. Post Impact Assessment is similar to environmental monitoring, it is linked to the effectiveness assessment of the impact assessment itself. Not sure whether I was clear. Regards.
In order to evaluate the effective of remediation work done by 2004 and 2008 the post impact assessment needed to be updated with in the affected environment.,
The assessment should cover aquatic/marine organisms, soil and its oriented., please make sure is there any threat to the wildlife after oil spill, make a population statistics before and after oil spill.,

There is a frigthening possibilitie of doing your work correctly, and after that your customer is not the kind of work he/she expected, because some trouble in communicate it to you.
