Research article publication in good impact factor journal is used to asses the quality of scholar by institution. But I am wondering whether article citation of a person (Google Scholar Citation) has any direct benefit with academic excellence.

The relationship of citation indicators and academic excellence can be quite tricky: for instance, negative results can be quite important as they basically rule out certain research directions but for this very reason they are often not too well cited.

According to 'citation' definitions (see below) it is "an official award" and "acknowledging the relevance of the works of others to the topic of discussion at the spot where the citation appears." Typically, the more citations, the better. However, the question is different - "Is there any correlation with article citation and academic achievement of a person?" - that excludes a see of articles coming from various research organizations having nothing to do with students and teaching. If an article has more than one author, any correlation becomes quite fuzzy, especially, if they are from different institutions. If it is a solo author article by a teacher - it is probably a good correlation with the one's academic achievements. If it is a solo article by a student - on an average, it should correlate well with s/he academic achievements.

Citations of an article do reflect the quality of a paper and at the same time citations of a paper increases if there are a number of other people working in that field. Let me give you an example, a paper based on CERN experiments are of fundamental nature which are published in very high Impact Factor journals such as Phys Rev Lett, Nature and Science and at the same time gets huge citations despite the fact that each paper has more than thousand authors. If you compete for a position, normally the total publications, citations and cumulative Impact Factors are considered. That means, there is a relation between citations and academic achievements. Sometime, self citations are also reported but in the competition, normally self citations are not given any weight .
I suggest, citations are important if you want to remain in academics, published good and innovative papers in the reputed journals , citations will come automatically.
However, if you publish a paper based on wrong and manipulated data and some one spots it, that paper also get a lot citations but these will be negative.
Be honest in publishing your research data.

Very factual honest information to that Aslam! Too many authors try citing other people's work for the sake of recognition upon themselves. It is ok to cite with the use of someone's permission to not cause conflict. A well written paper, in my opinion is one with few citations and lots of facts backed by your own research and data conducted.
