To remove the pollutants from textile wastewater using electrocoagulation, the targeted pollutants are Color, turbidity, and COD. Thus, to get the optimum operating parameters first, we planned to evaluate using synthetic dye solution prepared in the laboratory. Therefore, Is it correct/possible to consider COD as one factor from a synthetic dye solution or we have to omit COD?
Likewise, What does it mean, the dye is not oxidized?

Chemical Oxygen Demand of a wastewater is the quantity of oxygen to oxidize the organic mater content in 1L of this aqueous solution. If you want to determine the rate of textile dye elimination via electrocoagulation, sure you can use this "global" parameter. If no variation of COD during electrocoagulation of a synthetic dye solution, you can be sure you get no oxidation of this dye.

Yes COD is a good overall parameter if the textile wastewater is not too saline. Especially high levels of chlorides interfere with COD analysis.
This COD should be split in soluble (incl. residual dyes) and non-soluble (TSS, turbidity) fractions.
(Electro)coagulation will remove mainly the non-soluble COD fraction which is a minor part of the total COD in most textile wastewaters.
Everything depends upon dye quality. If the dye is oxidizable under conditions of COD determination (Cr, Mn, .....) it has meaning to use COD as a parameter of electrocoagulation efficiency. If the dye is not oxidizable (it is not oxidized) under conditions of COD determination, this parameter has no meaning for you.
