In my opinion, first of all, the international norms of the building should be assured in new buildings under construction. Both on the old and new buildings the heat pumps should be installed and solar panels, combined with the proper heat insulation (if climate require this). It is easily applicable in new buildings. It is very tough to make it in old buildings. Energy efficiency should be there. So, it will be very tough to install new systems. New power supply and generation systems cannot be installed easily in old buildings.
In my opinion all the old buildings are sustainable buildings and livable buildings

New Building can easily be built environment friendly using some effective techniques. But Old buildings are tough to build eco-friendly. For that, LCA analysis is very effective. After these analysis, pollution reduction technique may be used. Although, these techniques are expensive. But it could be possible anyway.

In my opinion it's not only about energy efficiency, but also an urban attitude towards a better use of space and density. Old structures can serve as a base to new higher and lighter timber structures, as well as adding lighter and more efficient partitions to older buildings. Bigger windows and other passive design solutions can be more cost effective than adding technology alone, due to obsolescence and maintenance costs.
In my opinion, it is much easier to consider the sustainability and green architecture criteria for new constructions. There are many strategies (low hanging fruits) that can help the designer to achieve these goals. While it would be a bit harder (some times and not always) or not economically effective when we deal with existing buildings (during the retrofitting process). In conclusion, we can say that: When we deal with new constructions the designer has full control over different parameters, while during the retrofitting process it is not that same in all cases.
In São Paulo, Brazil, there are at least 180 empty buildings in the central area, according to official data. The cost of the demolition and transportation of the debris to a landfill has to be added to the cost of future buildings urban retrofit causing a considerably impact on the public finances. Of course, design strategies are different for each site, but all low cost and passive solutions has to be taken in account.
