It can get worse. Some people even the renowned ones copy and paste 100% their conference paper into a journal article. Blame the author as well as the journal! A lot of the time people recycle their work.
Wow, I am sorry to read such question, it is completely unaccepted behavior! many posts were presented that explaining such unethical submission.I considered trusted conference as a quick information exchange programs, so we have firstly choose a trusted and covered conference to avoid fake or wastage of time and efforts, then submitting a highly prepared paper(s) to get more and more interaction with other colleagues.
The researcher is generally a person who contributes significantly to the advancement of knowledge in a certain field of science. Presenting or worse still publishing the same work with formal adaptations is absolutely unethical. But unfortunately with the advent of the twenty-first century and the world's economic and financial crises, many have lost scientific ethics and sometimes the light of reason. So many have adopted the saying "Publish or Perish". So publish everything (garbage, recycling works, plagiarized work, etc.) has become their main reason of life as researchers.
Such actions are certainly not ethical and nor professional, but it is the task of the scientific committees of each conference or workshop responsible for following up on the topics presented and not accepting the refined , weak and up-to-date subjects
Secondly, here in Morocco, participate in several conferences by the same paper! no problem. That is why I asked this question to see what is right and to avoid what is wrong.

I have care fully gone to your question frankly speaking generally i avoid conference of any nature as for my publication i have to deviate my mind & nothing more . However for other members who are interested in conference in the line with your question they are come out with different suggestion for the participating member

No, this is abnormal & should be discouraged. There are several issues here:
Infringement of plagiarism.
No knowledge contribution after the first conference paper.
Wasting time, money and not productive i.e. paying so much for attending / presenting in several conferences but on the same paper content is not wise.
The researcher / author / presenter might earn a bad reputation and can be blacklisted in future.
Hi, It is an academic fraud. A paper should be presented only one unless otherwise at least a new piece of knowledge is added to the paper. Though there are some people doing this this is not correct and it should not be encouraged.
Let me tell you something Mourad , the idea behind publication is that we are looking for idea consolidation and validation by peers or our seniors . Now , what is the point in publishing the same work !!!!!
All we are doing is wasting people's time .
You can rehash old work to some extent provided you show the novelty and purpose else again what is that you are trying to achieve .

I think you can add the reference of that paper presented in previous conference but can not present the same paper in more than one conference/seminar. It is not only unethical but also decreases the value of that publication as well as author(s).
We keep saying but sometimes, it becomes mandatory to float papers dealing with new concepts in a number of such platforms...despite whether it is ethical or nonethical...let us be honest..
I understand the point view of Mr Mourad and again I insist that it's not ethical to do so. Maybe some researchers do this to increase their number of scientific contribution and thus boost their career. The evaluation system of some universities is pointed out to accept titles of all the scientific contributions without depicting the content against the expertise field of the candidate. Others abuse from their position to ask PhD candidates and junior researchers to add their names even if they do not belong to the thesis comittee of project team. Somehow one can have 30 pages in his resume full of papaers, oral communications and posters related to dispersed fields.
