Conference papers are usually published in Proceedings, i.e. books devoted to a conference, but sometimes also in special issues of journals. Usually, the form is the same as for papers published in journals. Conference papers may get less citations than journal publications, but there are exceptions. Sometimes when people ask this question it's about impact - as in what difference in impact would a conference presentation have versus a publication in a peer reviewed journal.
Sometimes they're asking a different question, which is what techniques and approaches are needed to write a journal paper versus creating a conference presentation.
