By themselves, these LoA are just a description of the data. You must have an external reference to see if these observed LoA are acceptable or not for your purpose.

Of course, this reference must have been chosen before computing the LoA, and not derived from them...

Is it OK if I used previous references to compare my results? Both these papers used LoA for test-retest reliability.

I guess it should be OK — it's quite application and context dependent, so experts in your own application domain will be of best advice on that point.
