Open access journal is Ok but if it is paid, I don't think we should pay for publishing. As far as possible, we should try to search for free journals. The publication house is having its own importance but in case you are determined not to pay, sooner or later you will get your paper published in a good journal. As far as I am concerned, I refrain from paying from publishing in paid journals whether they are open access or not is an entirely second condition for me.

I agree with Alok Nahata. The publishers make copious money from the submitters and the article readers. Knowledge should be shared........not brought or sold. Majority of the journals in elsvier are free as long as you don't opt for open access. My strong suggestion is that you should look for free journals (especially indexed in pub med... google scholar.... etc) even if they are of low impact factors you will get high citation index later on.

I believe quality works always can always find a journal that doesn't require payment. After all, it's not a wise thing to promote paying for publications. Although there are some good journals that charge for publishing the papers. You may not end up publishing in your dream journal in the beginning but over the time with gaining more experience you'll do just fine.

I think the first consideration of where to publish should be the novelty and significance of the findings, then the journals that are most relevant to the topic, and then publication costs (open access, color charges, etc.). If there are two or more suitable journals (high impact factor, etc), one with a high processing fee, and one without, most would probably send to the one with the lowest fees so that funds can be spent on research supplies, etc. This is also a topic that may be suitable for discussion at the level of the Institution - for example, some institutions have agreements in place or have negotiated with the publishers directly for all journals under their umbrella and receive special rates - see Wiley's open access journals as an example - University of Manitoba participates in their institutional fee program, I believe the way this works is the institution pays their fee, so the individuals trying to publish don't have to be concerned with the $3000 open access fee per publication. Open access fees to certain journals are reduced for "members", so joining various organizations sometimes costs less than the difference between the full publication rate and member rate. These costs may also be a consideration for funding agencies that have open access policies attached to grant recipients.

Open access is the future, and many grant awarding bodies require you to publish using this model. The next research excellence framework assessment in the UK, which assesses the quality of research in UK higher education institution, will only consider open access publications. You have to be careful of course with your choice of journal and factor the cost of publication into your grant application. Bear in mind that free-to-publish journals charge a fortune for access and make huge profits that ultimately need to be paid for by your university or employer. Open access encourages transparency, allows journalists/less experienced/impoverished researchers to read your work. I am editor-in-chief (Gene Expression) of the int J Molec Science and we take a huge amount of care over the whole editorial/publication process.

Not only do funding agencies demand OA to results but also more and more universities. They see the benefits of paying once to continuing access without neglecting potential problems (e.g., predatory OA publishers as gathered in the famous Beall's list). A recent example of this demand is the University of California.

I think that we should support the open access movement -- research should be freely available to other researchers if possible. Many society journals have page charges and still require hefty institutional library subscriptions! Plus, things cost money, so we can't ignore economics either. I don't think that a publication fee diminishes the research -- the research is what it is, regardless.

Publishing article /reviews in open access journals is in some cases good because that it will be published article very rapidly and results should be freely available to all internet users so that the work will be cited very easily. But in other hand open access journals, most of the cases required processing charge for publication which is not affordable by most of the researches. Now a day some open access journals are coming with that intention to publish any type of data by taking page charges from the author, though the research work don’t have any scientific. These should be the negative part of the open access journals system.

I think that will not be of much help for academicians in India with UGC recently issuing an approved List of Journals for the purpose of Career Advancement Scheme (CAS) and Direct Recruitment of Teachers and other academic staff as required under the UGC (Minimum Qualifications for Appointment of Teachers and other Academic Staff in Universities and Colleges).
