You probably don't need to worry about the HEPES concentration. It's the main buffering component of cell media, so it will just be more stable to pH changes. It has no cytotoxic qualities, so it shouldn't affect cell growth. Most important is the glucose concentration, so always look at that first. Most of the other components don't bother normal cell proliferation even if in surplus.
Still, I would advise always to check your specific cell line in the chosen medium (don't order large amounts of media before having tested) - what people recommend doesn't always work out best.
