The question you have asked is very complex and merits very careful attention to detail. the question "Is china using technology and innovations without permission of America is within right or wrong?" assumes an ethical answer to the question in terms of right and wrong. to this there are valid arguments to support both conclusions. the one that I will mention is on the right side. During the effort to bring a country up to par with other countries fierce competition ensues between rivals. If the country is playing catch up it is usual to relax IP laws in favor of greater adoption through less barriers (such as IP exclusivity). This has a positive social benefit of bringing technology to the people since competition without exclusivity tends to lower prices.

Now there is the question of IP theft. IP theft is not to be condoned and that is something that I think can be taken as a given(if one acts as a lawful citizen). The problem is under what jurisdiction is the claim being made and how substantive is the proof. Forced transfer of technology of companies wanting to do business on china is where I tend to disagree that it is theft. If the company wants to compete on that jurisdiction it has to comply with the laws of that jurisdiction(like it or not). Forcing a country to adopt another countries law is not the best way to level the playing field. I think that China will eventually join the world in similar IP laws, but it will take time. Pressures by free market competition will be the driving force into homogeneity and this is preferable to confrontation (though tariffs and other means).
