Is CASA a White Elephant in India?

The Article below enumerates limitations of CASA and tags CASA as just a quick Screening method that cannot replace Manual assessment.

With perhaps half a dozen Installations in whole of India, CASA cannot be construed as QUICK Screening Method. Is CASA a White Elephant in India?

That may be reason why Institutions and Laboratories kept away from CASA Installation with very much affordable cost Rs4.5 lakhs.
