if the amplitude of cyclic loading under seismic exitation is sufficiently small, the material behaves elastically. However, your question implies that the material will show inelastic response. In that case, it will indeed make sense to consider "cyclic" material behavior such as cyclic hardening. But I am not sure whether standard ABAQUS provides suitable material models.
