In R. Stake's responsive evaluation, I wonder if the term of responsive mean that answer (response) or sensitive (responsive)? Which one and why? And Stake emphasized that for other evaluation models plans preordinate. What does it mean preordinate?
From my reading, responsive means the same as sensitive, in that the evaluation process is not fully defined prior to, but in response to, participant negotiation.

Yes, rather than a pre-formatted evaluation structure, Responsive Evaluation has the evaluators observe, react, and respond to what they observe.. This it is more subjective, but the evaluation is constructed to fit the observed circumstances.
Stake said an educational evaluation is responsive evaluation (1) if it
orients more directly to program activities than to program
intents, (2) if it responds to audience requirements for
information, and (3) if the different value perspectives of the
people at hand are referred to in reporting the success and
failure of the program.
