Khurram - Emad is correct. You cannot increase the impact factor of submitted manuscripts. However, you can build the 'quality' of your submission - so that you can target journals with a higher impact factor and have a reasonable chance of acceptance. Generally, that means submitting to the scope of a journal, closely following 'house-style' conventions, careful proof-reading of your manuscript, submitting topical, original and/or creative work and careful attention to process and rigour.
Impact factors are applicable only to journals. I hope that you want to increase citations for your publication. Please look at the answers (including my answer) for following similar question in Reseachgate.
As everyone above highlighted the key point, you can not increase or decrease citations it all depends on the quality of the content. If people love your idea or concept then definitely they will cite you in their respective articles.You can only produces new idea and work which not attempted or correlated with the other area or it is barren in terms of scientific approach.
