can we take peak hour parking accumulation as parking demand? if yes then it means that demand will always be less than or equal to supply because if number of spaces are 25 in a parking lot then if its full in the peak hour then the demand will also be less than or equal to 25, but i have seen studies where demands are much higher than supply. so please help me in this regard. thanks in advance

This is not true. If one parking lot has 25 spaces and it's full at peak times, then the demand maybe greater than 25 vehicles. People may try to enter the parking lot but see that it is full and then decide to park at another location.
If the owner of the parking lot could expand and add new spaces, then we might be able to determine the true demand at peak times. For example, if the owner can expand and add 25 more spaces, for a total of 50 spaces, then we can collect data during peak times. If only 45 of the 50 spaces are consistently used at peak times, then the peak demand for that parking lot is 45 vehicles.
Another factor is the "area" of the study. Are you only studying one location (i.e. only one parking lot) or do you want to study an entire block or an entire city?
This is a closed world example in the problem given. There is no need to speculate beyond full capacity of 25 spaces in the parking lot. The matter could be simplified by observing demand for space per hour and then determine the demand function accordingly. Any car that comes after 25 spaces being full would be turned away....such excess demand should not be considered (the parking lot owner is not going to run about trying to expand parking lot because most likely in the real world it is not oractical in realty constraint)...this case is not like manufacturing context where if there is excess demand you just produce more.
Don't be confused with demand funxtion in microeconomics where quantity demanded is plotted against price. Here the demand is plotted parking space per hour. Depending when the peak hours work be, i.e. at the beginning, middle or towards the end of the hours span, the slope for the demand might be different. Only real observed data plotted against time could verify the slope (+/-).
Paul Stock so in case if there are 25 lots which are full at the peak hours and the excess vehicle that want to park are unable to park and move to another lot, let say that 5 vehicles wanted to park but were unable to park so can we say that the total demand is 25+5=30 for the peak hour?

Paul: Yes, if 5 vehicles try to enter the parking lot but are turned away because the lot is full, then the demand for that day (at the peak time) would be 25 + 5 = 30 vehicles.

yes sir exactly i would definitely collect data for each parking lot because as i mentioned the land use are different so most probably the demand will also be different even if two lots have same number of lots but different land use.
