Less the citations less your 'h-index'. Less your 'H-index' less your possibility to get good research funds, fellowship of top societies, international assignments! One must know that the number of publication does matter less as compared to citations.

1. Impact factor journal
2. Indexed & abstracted in Pubmed/ Medline, SCOPUS, Thompson Reuters,
3. Good publishing house like Elsevier, Springer, PLoS, nature house, John Willey, some of the journals of Wolter Kluwert, deGruyter even they have no impact factor.

There are a lot of opinions saying that the high impact factor does not necessarily represent the goodness of the journal. Therefore, it would be wise to submit a paper to the journal that is best suited for publishing it rather than to publish it in a journal of a high impact factor.
Publication of scientific facts is commercialized to the extent of detraction from streamline journals which are cashing their reputation. Therefore unless you are hard up for numbers it would be prudent to publish in a journal with low impact factor to get the idea through. That will improve the impact factor of the journal.
I think to publish a paper in any impact factor journal is not scientific but money matters ? No, I do not think so. Because, if this was the case, logically, all journals would have publication fees. If someone searches for free journals, they will find. When, in 1983, I started working as a Researcher at my Institute of Mazara del Vallo practically all the journals published scientific papers for free. The gains of the magazines consisted in selling individual copies or subscriptions to research institutes, universities, etc.. My Institute from 1984 to 2000 about was subscribed to about 90 different journals for year. As the subscriptions total budget was fixed, some subscriptions after a few years died to be replaced by other subscriptions to better rated scientific journals. For this reason the magazines were in strong competition among themselves to publish the best works. In fact, it was the quality of published works to determine the economic success of the magazine. The referee was advised to be absolutely scrupulous and objective in the trial of evaluation. Today, in the era of internet, which allows communication, exchange of information, etc. with all the world's colleagues directly from home without any effort, the magazines are almost all for a fee. Prices for publishing a paper generally vary from about 1,000 € to about € 3,000. Therefore, it is the interest of magazines to publish as much as possible to maximize earnings. The main difficulty to the magazines is to find referees who have to work for free, in a hurry and must help and advise the authors of the work with constructive criticism. In practice, when the publisher judges the work worthy of being sent to the judges, the work must be accepted and published even if necessary with the help of the referees. An referee rejecting a paper is no longer invited to be a referee forever or for a long time. So journals agree to publish a job if they know that they can easily find available referees to "correct" the work if needed, and make it publicable, rather than judging according their science and conscience.
Yes, In my opinion it is true. Publishing in any Impact Factor is not really scientific but money matters. And is very expensive, I have seen 2000 $ and more.
When the Impact factorwas introduced, Whenever I have tried to published a research paper I faced the following in reputed publishing company as follows:
1. If I denied to pay article processing fees they returned the paper after three saying the english language is not upto the mark.
2.If I denied to pay they returned the paper that there are lot of plagiarism ( Generally common words they mark as plagiorism).
3. I observed good Impact factor journal published paper which is generally far less standard than my paper, is published because here money matters.
4. Sometimes they are saying that nothing is new only the area/location has changed. I mean they will refuge to publish your paper mentioning some foolish reason.
The huge numbers of commercial scientific Journal on the internet which published articles without reviewer represent dangerous situation for the researcher because these journals publish not-accuracy research results.
Thomson Reuters impact factor has reliable trust in wide countries and many Journals publish free but not open access, in another hand, there are many good Journals have no impact factor. So, the impact factor must not be as a trademark.

There are always politics involved in the publishing of good researches in with high impact factors. Most likely if these are seasoned researchers it will be very easy for them to have more publications compared to the novice ones.
I agree with Professor Alaa Hani Al-Charrakh citation improves by publishing the papers having good impact factor. But quality work should be published in quality journals whatever may be the impact factor.
