It depends on your molecule or active agent. You can find some examples in the literature.

Its better that you check HLB system. when you used some materials for preparing nanoparticles, HLB is so important. one of best surfactant for you is tween group and I suggest you tween 80 . you can find so many paper about Chitosan and tween 80
