The loop diameter is 20 mm and flow will be initially at rest. After giving heat flux, the flow will initiate slowly. From literature review, many researchers have used RNG k-epsilon model as it can take low Re No. effects. My doubt is which wall function should I use? Standard or enhanced wall treatment?
The max. velocity that can be expected will be less than 0.2 m/s.

I guess that low-Re effects might be of minor importants i comparison with capturing the heat transfer at the wall exactly and with good accuracy. So I personally would prefer the SST turbulence model with a boundary layer resolving mesh, i.e. y+

You need to be careful. Sometimes even at low fluid velocities there is a transient flow pattern between the laminar and the turbulent (eg if the heating effect is present in the pipes ...). That's why it is good to do simulations with several different models, analyze them, and decide which gives the most realistic results for the concrete case.
... and probably the enhanced wall functions would be the better choice.
