I have purchased TiO2 nanoparticles of size 300 nm. I want to reduce them below 100 nm. I read that ball milling method not works enough to reduce the size below 500 nm. Is there any other way which can be implemented to reduce the nanoparticle size, instead of synthesizing it from raw material by controlled reactions.

Strong and powerful ultrasonic bath (over 100 Watts) could break down the nanoparticles.
750-W tip sonicator will not be enough, perhaps if you sonicate for an eternity
Babaji Ghule IMHO, Omar Gonzalez-Ortega above has provided the correct answers. Sonication will digest the tip and contaminate the sample (if you don't believe me trying sonicating 18 Mohm.cm (25 °C) DI water and measuring the conductivity over time...).

You could try to partially dissolve them in hot sulphuric acid to reduce their size. changing parameters like agitation, temperature and the time of the particles in the acid may help you reduce their size.. of course to much time in the hot sulphuric acid may dissolve them completely so be carefull with that

See slides 33 onward and in particular the table on slide 33 . For polystyrene this CL is around 2800 microns!

Augusto Rodríguez Yes, this conceivably could work and is similar to stress corrosion milling to remove the solid bridges between aggregates. I’ve used this technique for copper powder using nitric acid. As you say, the potential drawback is dissolving everything. At least then you have the precursor to start again…

You need to use high-shear or high-energy methods to decrease the size of nanoparticles. High power sonication is a method that can do this without losing mass. This method causes cavitation that, eventually, decreases the size of the sample by the disintegration of deagglomeration and, then, the breakage of the particles to low size.
