How to prepare stock and working Toluidine Blue?

I want to stain mast cell of whole dura mater with toluidine blue. I purchased toluidine blue powder from Sigma and their instruction to prepare the solution is '0.01g in 10ml methanol'. Shall I prepare a stock solution in methanol and dilute the stock with maybe PBS? or just a working solution in methanol? I saw another mast cell staining protocol with toluidine blue: prepare stock solution in 70% alcohol and dilute with 1% sodium chloride for working solution, adjusting pH to 2.5. What's the proper solvent for dissolving and diluting toluidine blue? Is it necessary to ajust its pH? Thanks.
