How to plot weibull distribution for Vset or Vreset in resistive switching field?

I am trying to plot Weibull distribution using Origin. In the y-axis, I am getting percentages. In most of the publications, the Y-range is different starting from some -ve value to positive (-2 to 2) that satisfies the equation ln(-ln(1-F)). Am I doing something wrong? Also how can I interpret the distribution w.r.t percentage?
