is it possible to do with just a mini ordinary survey meter ? for a non-separable mAs setting type model, it is said to measure the dose (mSv, mGy) instead of the dose rate (mSv/, mGy/hour). then how to convert mGy to mGy/hour to know if it cross the max value or not

just divide your mGy (mSv) result by the exposure time/measurement time.
In case of leakage measurement of tube housing please take the time interval of the 'x-ray ON' state of the tube.
A significant source of error will be the detection energy that the survey meter is designed for vs. the source that is being measured. If the meter and its calibration are not matched to the source then the meter may only have less than 1% response, leading to a huge measurement error. Also, if the meter's sensitive volume is not uniformly illuminated by the beam then there will be a large under response.
We can convert the dose to dose rate by dividing the dose per time depending on the type of source and a activity distance and gamma exposure constant from tables
