ECM Major condition is Machining material is must be conductive but I want to maching low conductive material by ECM so Now what are the method handling successfully accomplished this Machining process.....

It such a cases I tried electroless etching. At the area which should not be etched, you can use a masking.
I propose to revise your experimental set-up. How do you measure the strain: if your instrument (extensometer) is placed in such a low temperature and measures in-situ or you measure the overall elongation at failure after you take your sample to room temperature. Most probably, any instrumental thermal expansion was not taken into account.
