I am writing a review paper intended to use 4-7 figures from other papers; either it is enough to cite those figures, or do I still have to get permission from both publisher and author of that paper?

As per my opinion, you do need to ask for permission , check for the source copyright owner if they are included in Rightslink. If so, it is usually free to use 2-5 figures/tables and the application processes are all online and can be done within 2-5 mins.
The majority of publishers use this service. If the publisher of the figure you wish to reproduce does not use RightsLink, you can request permissions directly from the publisher.
Author permission is usually required. It also depends on the copyright agreement the author had with the publisher. Whichever way it is contact either author or publisher and take it up from there. You can oftentimes see the email address of the corresponding author in the article.
