First off, the question statement is vague. It hardly gives clear idea f what's intended to be done. Genera thoughts are that if you would like to couple multiple physics in ANSYS APDL, you need to use the appropriate element type. In this case coupled-field element types are necessary. Using appropriate keyoptions, you can, then, determine what boundary conditions may be applied to the nodes. This can answer the question about how to set a certain value for a given B.C. for a selected set of nodes.
If the intention is to find natural frequencies and mode shapes, you'd need to perform modal analysis.
To obtain a steady state harmonic analysis, first apply proper loading (corresponding to the element type) and select harmonic analysis during solution setup.

Well to couple the electrodes of ure PEH u need to select nodes using nsel and then get the master node using *get command and finish by creat a compond manager using CP command
For the harmonic analysis u can find an exemple in ansys help just u need to include ddelete command to delete all the voltage on the upper voltagr
