Most likely that they tried a range of many concentrations and timepoints. That is how science is done. Find the best conditions for your system before proceeding, for best results.
I would start by using a 2-D matrix of times and concentrations, with each time or concentration differing from the next by a factor of 2. This allows a broad range of each parameter to be covered. If you use 24-well plates, you can probably do a thorough experiment in no more than 4 plates (e.g. 8 times x 12 concentrations).
