I fear the only way is to "calibrate" the sensor by applying a well known pressure (or multiple pressures) and measuring the output voltage. If you do this at multiple points across the wanted frequency and pressure ranges, you should be able to achieve a nice transfer function.

In principal that should be possible, yet the electromechanical parameters of piezoelectric materials are typically not well known. The same holds to their fixation, i.e. the glue and clamping conditions. A few years back we did the inverse using comsol and it took half a year for a PhD student to find these parameters and to get some reasonable prediction of the pressure at some distance from the transducer by providing an applied voltage signal of a well characterised PI piezo ceramic disk.
