 Thanks for your answers. I asked this question because recently I found a paper in which some content (photographs) of my publication was copied as it is and published. I was shocked to see that. I mailed to the editor in chief stating this issue. What can be done at this stage when the paper is published already?

I thank google scholar as I got update in google scholar about my citation and I checked the link in which I found the copied content.

 You mean to say the PhD thesis? If thats the case with PhD then what about UG and PG projects. Most of them remain unpublished and they may act as good sources for Plagiarism.

Dear Sanmugapriya, the journal can retract the article. If the plagiarism was not discovered before the paper was published, the editor can work with the publisher to retract the paper and paste ''retracted'' on the online copy for the world to see.

On the original question, I thinks the first step to avoid plagiarism is that researchers should be sincere. It is not easy to write good work, so researchers should acknowledge every source. Second, researchers should subscribe to plagiarism checkers. This will help screen your work before it is submitted for publication (it does not cost much). Third, peer reviewers should be on the look out so as to help editors detect plagiarism. The few papers I have peer reviewed, I used my plagiarism checker to screen the papers before reading them.   

The following points are vital:

1. The reviewers should be expert in the filed, they will discover plagiarism directly. Some inexpert reviewers accept manuscripts without thoroughly checking them. 

2. There are some software to compare the texts.

3. Teaching courses on the copy right and ethics to the students .

4. Reach an agreement on a global publishing language, because if some one know Russian for example he may get some text from a Russian article and no many people may know that only those are familiar with Russian.

It is the authors responsibility to make a draft without plagiarism. To avoid it only paraphrase the sentences and give the reference.

Indeed, experienced referees will identify possible plagiarism cases in papers within their area of expertise. Most importantly all credible journals and conference events use plagiarism check software when papers are submitted, like crossref or equivalent to get reports and provide an indication of possible plagiarism to editors. The reports are then investigated in more detail.

It is dishonest - a form of stealing and damages repute to the author and the institution. Normally occurs as a researcher rushes towards the last minute for submission of an article, ‘pressure’ to do well,  there is a  greater chance to take shortcuts to get the work done by involve buying a paper, copying and pasting passages from a website or document.
