According to chapter 13 in the Maxwell help (ver. 17.1), only 1 motion band may be assigned for 3D projects. I think the software is not capable of what you want to simulate.

As other answers responded too, just 1 motion setup can be assigned in 3D. But maybe you can use relative speed. For example if you have 2 moving part use their relative speed or if there are 2 synch rotor, just use motion setup on stator
